English version of cepsc?

I just realised that there is another site called Electric Power Study Forum (https://tech.cepsc.com/forum/index.php) with only 70 registered members. It is in English. Is it specially created to attract Engligh speaking users? At a glimpse, the English forum organisation seems to follow the Chinese forum's structure. I don't suppose the contents are the same? I tried to log in with my ID for the Chinese forum but didn't work.
