For engineering such as electrical power, no one is actually caring those in the main stream circle. In these days many students were pushed to the corner to make the papers. It is in fact that the adviser professor should decide whether a student can graduate instead of the SCI/EI people, who is thousands miles away.

There is no any hard index. The adviser usually is the one who decide if the student can graduate.9 D, g% O. E2 b k
The responsibilty of the advisers, especially estabished guys, is to avoid any garbage paper with his name listed, instead of have any more papers, no matter SCI or EI. 2 E6 y: y0 ]# q# X& _. |0 a# v$ {% J& x9 _/ f' H2 ?
I understand requirement now at in China is a very complicated thing. Maybe it is the best possible to have. We know the problem, but don't know the solution. 4 o) ~" l4 X1 m/ ^. D$ w( u) a+ A9 Z/ @
