Abstract—A modern power grid needs to become smarter in
) |( D" b' m4 t. ?order to provide an affordable, reliable, and sustainable supply
+ S( L6 F  X( O* D5 V; d+ Mof electricity. For these reasons, considerable activity has been5 `1 s# N8 g7 w* Q
carried out in the United States and Europe to formulate and
: `  h' W* |$ {% H0 Cpromote a vision for the development of future smart power grids.+ p& U  o& b8 f. |  W$ D+ I! |
However, the majority of these activities emphasized only the
" ?4 L1 A( {# J: Odistribution grid and demand side leaving the big picture of the
0 ?5 i% d. P3 n4 ?9 ~transmission grid in the context of smart grids unclear. This paper+ [4 b' K5 ?7 R% M
presents a unique vision for the future of smart transmission grids% p( q! O$ R' f
in which their major features are identified. In this vision, each
8 \" r1 U4 z- ksmart transmission grid is regarded as an integrated system that
, g" r+ Y9 S6 ^3 b6 g7 _functionally consists of three interactive, smart components, i.e.,
6 O6 H& G% I' h  e4 hsmart control centers, smart transmission networks, and smart
) T- I8 [* o2 Q6 j6 _substations. The features and functions of each of the three func-0 }3 X3 l" u3 ]9 m
tional components, as well as the enabling technologies to achieve
