Thanks for taking the time replying my post. I believe many of your opinions are correct. But I can not agree with you that we should keep monopolistic structure for this industry sector for ever. The reason is very simple: The monopoly will lead to inefficiency, high cost, and reluctance to advance the technologies. There is no doubt about this. The introduction of markets may or may not lead to high efficiency or low price; but this should not be the reason for stopping the deregulation. In summary, power systems may operate best technically if in a monopolistic structure, but it can't bring the best benefits to the customers in this way. Please refer to the following website for an example of the (real) benefits brought by the mechanism of the markets.

It's pity that I couldn't open the both files you attached. I admit that there is significant downplay of importance of technical experience since the introduction of the markets. But I like the statement in the attached document (pages 9-11) that says major shifts have taken place in the sense of the dominant concerns and professions in electric power industry.

I wouldn't like to comment on it more because it is hard to say which road is better.The only thing I hope is the win-win result.

I agree with the point of TMS320. There is not real electrical market in China. So we don't need to waste time to discuss the problem.
