可以啊，去年我们的一个合作单位还买了几台小型风机变流器到苏格兰的农场去，就是在一些小农户里．现在这种小型的光伏和风力发电并网系统在欧美国家很流行．只不过在我国还是有点困难，因为一些国家的电网电价和一些相关的法规都没有出台，遏止了国内的发展

Based on current situation in China, there is not much incentive for distributed generation. The main reason is the energy generated by large scale power plant are still cheaper than the cost of distributed generation. Also, it is still politically acceptable to procure large natural resources likewater or burn large ammount of coal for power.
In other countries, especially in the Europe and New Zealand, because of the political environment and the price of electricity, many of the recent investments in generation are in the form of distributed generation.
You should also aware that because of the smaller size of the generators, your can never ge the same efficiency as the large scale generators. However, one can offset the lower efficiency by having shorter transmission route. Therefore, distributed generation, as its name implies is better off for serving local loads, not mass transmission like you have implied. Otherwise, the system operator will have a nightmare trying to dispatch thousands of little uncontrollable generators.
