I saw this book before. However it has been not available for a long time. In fact it is not a book but a report. I heard from one guy who tried to order it, the publisher gave a terrible price (about $45,000USD), hahaha......

I wonder if it is available in State Power Information Institute or Beijing Library. I guess some individual from China EPRI might hold one...
